The reason that multiple states and regions are not allowed into a sweepstakes is due to laws in each region that govern what type of sweepstakes are allowed.

With that in mind, once this promotion is done, we'll look at running different types of contests to give away headsets which incorporates a wider (or at least a different) section of our players, to give everyone a chance to receive a headset.

Please write your representative and be like, "Why can't we let Blizzard give us some free stuff?"
