with 2.3 coming out and the changes to exp needs in levelling a character from 20 - 60 making the proses faster, are there any plans for a similar change to the 60 - 70 range when WotLK goes live?

While this could change by the time Wrath of the Lich King launches, there are no current plans to change the level rate for 60 to 70.
