Apparently the downloader/installer are working correctly. However, do not attempt to get them just yet, the servers are not up yet anyway. To quote Hortus on the current situation at 10:15 PM PST:

Error Information
Today the PTR received a new patch and went down for maintenance as stated in the sticky, "PTR Maintenance 7/9/08":
(http://forums.worldofwarcraft.com/thread.html?topicId=7903651731).

You will be prompted to download a new patch upon login. However, the patch download is either not an authorized file or is no longer available for download. That being said, the servers are still down for maintenance, and in lamens terms the patch is not completely up and ready.

The downtime was expected to last between 4-6 hours, which was also stated in the sticky. That means that there's still approximately 2 hours before the 6 hour estimation is up. Just sit tight and be patient until a QA Employee, most likely Hortus, gives an update.
