Due to a server crash, we had to disable this spell. You'll still see it in your spellbook and be able to cast it. But it will do nothing.

If it does something... well... that would be a new bug =P

We'll try to get the spell restored ASAP. Thanks for bearing with us.

Correct. Storm Peaks is crashing because of an Art/Engine related bug. There is no way we can hotfix Storm Peaks. We'll need to patch to fix it.
