I've been to Blade's Edge Mountains and Gadgetzan so far, and I'm finding myself unable to turn in a charter. I have all signatures required, and I've designed the banner multiple times, I click accept, and nothing happens. Like, the window goes away, the NPC says its farewell sound, and that's it. I've done this SO many times at both BEM and Gadgetzan, over a period of now 12 hours, and nada.
Is this happening elsewhere, or is it a known bug?

Like a guild charter an arena charter must be in your main backpack in order to create an arena team.

The arenas will be live at 12:01 AM realm time February 16.

As I said, 12:01 AM realm time February 16 is when the arena season begins. You won't be able to do anything until then.

If their realm time is ahead of yours then yes. Does it matter?
