The Vortex Pinnacle is a level 82-84 dungeon in Uldum. The entrance is off the Southern coast of Uldum high up in the air to the southeast. The portal that lies to the southwest will be for the Throne of the Four Winds raid instance.

The normal entrance is currently disabled, but you can LFG into the zone. There will be placeholder NPCs in the major cities that allow you to teleport in without LFG. The dying and ending up in Dalaran will make sense when the placeholder NPCs are there to teleport you back.
