The honor price of 2H and the honor cap

On test, right now, the honor price of two-handers is 30600. This will make the honor cap 61200. On live my character has 72k honor(the cap) banked. I've been waiting for this patch to buy all the new stuff. Am I going to have all 72k of my honor points come the 19th or will it get cut down to 61200?

If it is going to get cut down is there something that isn't getting upgraded (i heard the cloak) that I could buy now to avoid wasting 10800 points?

The Honor Cap is currently 75,000.
