My RAF account lost it's like awhile ago, but I can still get the mount yes?
The account is active at the moment with 1 month reccring, I just go a 2 month game time card for it, will this let me get my rocket?

If 60 days of game play is provided on the account (the recruit account), that will in turn qualify the associated veteran account for a Recruit-A-Friend mount reward. Right now, only X-53 Touring Rockets are available—the Zhevra mount has been retired—so if you qualify, you will be able to redeem a Rocket. :)
