Really annoying. I don't know if something is wrong or what. I'm 1 exp from 71, so I went ahead and paid for the subscription/upgrade. Now I still cant get past 70. What's the deal here?

We've had reports where some upgrades are slow at kicking into effect. You can try to update either your Battle.net password or your World of Warcraft account's password and see if that forces the upgrade through.
