This may or may not be expected, since the BASE cast time of Ghost Wolf is not instant, but:

With 2/2 Improved Ghost Wolf, cast time is instant.
With 3/3 Mental Quickness, it states: "Reduces the mana cost of your instant cast Shaman spells by 6% and ..."

However, Ghost Wolf still costs 100 mana (expected 94 mana cost).
