Anyone else thoroughly fed up with rogues randomly sapping you in neutral cities?

My GOD that is getting irritating..

Devs: Make some sort of level-related resistance to that crap, will you please?

Why is it that a level 39 rogue can sap me, who is 23 levels higher than her, and get away from it without a scratch, yet when I retaliate, I get guard-whacked?

It's being corrected so that rogues won't be able to sap and stay unflagged for pvp in those sorts of situations.
