I know Blizz watches botters after they have been reported to learn about the behavior of the program, and bans in waves. My question is if I see someone that has been reported once, do I need to report again, or is it good as is?

For the moment, a single report should be sufficient. As you've noted, a period of investigation follows a report, and this can take some time.

That said, we're taking the issue quite seriously, so please do feel free to submit an in-game petition and let us know about any unusually mechanical behavior on the part of another player. Should this be within a battleground, (as with any battleground related issue) it's rather helpful to include the name and realm of any players you report as well.
