Prowl not initializing stealth bar

I'm using standard blizz ui, was using bartender before but don't have it installed anymore.

All my forms bring up a different bar, yet when I switch to cat form and hit prowl, I don't get a new stealth bar like rogues, or like I used to pre-2.4. Anyone else having this issue?
