The post that started it all:
Upcoming Elemental Shaman Changes - Eyonix, 9/26/2007

People started theorycrafting...showing that Elemental dps would be nerfed if the stated changes went through (again, realize that this was 37 days ago)

Q u o t e:
I know this may seem like "fluff", but honestly we're watching the elemental shaman closely. Any improvements need to be inched forward slowly
- Eyonix, 9/26/2007

Q u o t e:
I'm honestly not trying to be a jerk, I promise. I understand your concerns. But please understand that these are the planned changes, and quite a bit can happen between now and when the patch is pushed to live realms.
- Eyonix, 9/26/2007

Q u o t e:
I'm giving you information in advance. You'll have plenty of time to provide your feedback, especially once the patch hits the public test realms. Just hang in there
- Eyonix, 9/26/2007

And the "biggie" -

Q u o t e:
Internal testing thus far has proved that the coefficient loss from your lightning bolt with five points in the new lightning overload results in an overall dps increase
- Eyonix, 9/26/2007

More time passes, more theorycrafting is done.

Q u o t e:
Theorycrafting at its finest! Wait until the patch hits the public test realms, then provide your feedback.
- Eyonix, 10/11/2007

PTR goes live, each and every version of which produces testing by many elemental shaman which supports the theorycrafting. All evidence supports the fact that elemental dps is nerfed. Many, many posts containing information, statistics, tests appear on the shaman and ptr boards.

Q u o t e:
Check my post history in this forum. You'll be getting some information soon, just hang in there.
- Eyonix, 10/17/2007

Q u o t e:
Everyone, I promise you that I'm aware of everything being reported on the public test realms and in this forum. When the time is right, I'll give you some details.
- Eyonix, 10/17/2007

More time passes. People await the information which is promised...some patiently, some not so patiently.

New PTR testing as well as theorycrafting now shows that elemental DPS has been nerfed somewhere in the 5-7% range.

Q u o t e:
Though not the best thread to plug this into given what was provided, I'd like to state that we are looking into this quite extensively at the moment. .
- Eyonix, 10/29/2007

We learn two things here. They still are looking at it "extensively"...and "soon" is defined as a period greater than 12 days. I'm not sure how much more "extensively" they can look at it than the shaman testers and theorycrafters have already done.

They started out by saying it would be a dps increase...but since then, have only said that they are looking into it. They've not confirmed (or denied) their original intention of actually giving shaman a dps buff (and by this I mean a buff using the definition that most raiding shaman would use, not some bastardized version including threat/longevity/etc.)

So now you're up to date. It took shaman about an hour on 9/26/2007 to show that the suggested changes would be a nerf. It's taken blizzard 37 days of "extensive" testing, and they've yet to reduce or reverse the nerf. I'll leave it up to each of you to draw your own conclusions from that. =/

Eyonix

We're still running tests as well as reading your feedback, and we've already fixed at least two bugs adversely affecting elemental shaman dps on the public test realms. You need to be patient, I respond and provide information when I'm able.
