When in Outland on a PvE server, is there going to be a PvP ruleset?

What I mean is, will zones be constantly PvP so everyone has to watch their backs and can get ganked, etc?


Or is it just the same "PvP only if you flag yourself" ruleset?

The zones will be contested and you will need to flag for PvP if you are on a PvE realm.
