What has happened to the crews aboard the various ships and zeppelins that were introduced in 2.3?

This was one of the BEST changes made to the game since I started playing in early 2005. I know there was a problem with the vendors so they disabled the buying/selling. Now we're traveling on mysterious ghost ships again. Is there any word as to where these NPCs went and if/when they will return. This is rather depressing...
