Naming concerns not addressed in game?

I play on a server with a large number of players from South America. They have all kinds of accented vowels in their names, it is not possible to target them via /target <name> in pvp, and their guild names cannot be /who'ed to check what zones they are in. I petition this GM's on my server and yet the names of the guilds are not fixed, and the player names remain invalid. Am I wrong to expect that names must contain valid characters?? What is the policy on this and why is it not enforced?

I assure you that it is indeed enforced, if a character name has invalid characters in it please submit an in-game petition and a Game Master will take the appropriate action. Please note that it is acceptable to use these characters in guild names, unless it is being used to impersonate another guild - this is detailed in our Naming Policy (http://www.blizzard.com/support/wowgm/?id=agm01723p#inappropriate):
