How do you install it becuase i am obviously doing something wrong

Do you have a registry key that has an InstallPath key to your World of Warcraft folder? Make sure you are on a Windows administrator account before trying this:
1. Go to your World of Warcraft folder.
2. Run Wow.exe if you're on Windows XP. If you're on Windows Vista, right-click Wow.exe and run it as an administrator.
3. Exit the game when you're at the login screen. That'll let it create a registry key.
4. Run the PTR installer.

If you are getting the error wow could not be found then try putting the installer in the same folder as your wow.exe. It does use some of wows files to install the PTR.

It may be from a bad/old PTR install. Just reinstall the PTR, not the retail game
