How could i fix these issues?

Die

I've been a legit player for 3 years now, but I foolishly didn't think things through when setting up my account.

I no longer use the email set to the account, and although I can still access that email, it would be nice to have things updated. When I go through the account page, it doesn't send me the confirmation email, therefore i cannot change it.

Also, my secret question seems to be acting strangely as well. It asks for my mothers maiden name, and when I put that in it comes up as invalid.

Having these two issues fixed would be a relief, because if I got hacked for whatever reason I feel as if there isn't much I could do. Is there someone I can email to fix this?

If you still have access to the e-mail address currently registered to the account you can change it via the Account Management page. An e-mail will be sent to that address with a confirmation link; click that link and your contact information update will be applied to the account.

Are you certain you used your mothers maiden name? Many people select a different answer. If you can not recall it you can recover it by using the form linked below.

I do have access to my email registered to the account, but the problem was I wasn't receiving the email from you guys. Is contacting Blizz via phone the only option here?

Yes. Though you may want to check to see if your spam filter is catching the e-mails or perhaps they are ending up in your junk folder. Otherwise you'll need to contact Billing by phone.
