I have noticed this a couple of times

- I have glyph of Ghoul on my DK Anoxia//Elune
- I try to summon a ghoul
- Get the message "Requires Corpse Dust"
- Get this message even if I happen to have corpse dust (someone traded me one)
- Can still summon a ghoul with a dead NPC humanoid

I've only seen this happen a couple of times, both yesterday, both when I was doing heroic instances and had wiped.
