I did Uldum and got to 84 before doing TH. Most of the gear from Uldum was not an upgrade for me. I replaced two items (a belt and a trinket... if I have what I have from live right now, that'd be one item). I don't foresee the unfinished quests giving me many more upgrades. If anything, I'd have a little more stamina, slightly more armor, and roughly the same DPS.

An extra 5K hp won't really make the difference, as it'll only cover for roughly one or two more hits from a mob.

Like I said, it's possible it's just the spec is really weak for leveling. As it stands, I have huge mana problems whenever I try to incorporate a lot of wrath into my rotation for leveling. Any large packs of mobs require me to manage my mana (if an NPC is tanking the mobs for me, since I can't really take hits from more than a few at a time). This is largely because I can't just starfall/hurricane. With the increase in range for starfall, I'd be pulling half the zone most of the time. And without mushrooms before level 85, I can't snare and kite mobs. So you have to play it safe. But that means on quests like the escort quest, the NPC has to take a huge amount of damage. Etc.

What gear? Uldum has zero quest rewards and the creatures are not itemized. When Uldum is itemized every single quest should offer you an upgrade, regardless of what gear you have from ICC+.
