I was just about to link that myself.

Though we do feel that being chain school locked is a problem and plan to address it at some point in the future, we weren't comfortable with the amount of testing this particular change received.

The change affected many classes and there was a lot of feedback about it from those that were concerned over the change. We do watch, we do listen.

This includes the entirety of the patch note that said :

Q u o t e:
Silence and Interrupt effects now have diminishing returns when used on PvP targets.


It no longer applies. I hope that clears it up a little for you.
