With each new patch changes are made to the blizzard UI that can break third party UI mods and cause any number of problems in the client.

Before you report a bug from the PTR please disable (or delete) all of your mods and test the situation again. If the issue does not happen without mods installed then it is not a WoW bug and you should contact the mod creator for further assistance.
