When I read about the changes to CoH I *almost* fell out of my chair laughing.

Yea it's receiving a bonus from +healing gear! Yaaay! I totally love how they stage the change in this light, when in reality it's totally diff.

Take a look at this blue post and read it thouroughly (Mainly the last Paragraph):

In addition to what I didn't mention, Prayer of Healing, Circle of Healing and Holy Nova (healing effect) will gain additional benefit from damage and healing bonuses.

Circle of Healing is having a change to the base amount of healing though, and will be reduced but it will have the increase in the bonus it receives from bonus healing effects. So if you have more than 1338 healing, you'll see it heal for more. Less than that, you will see a reduction. Please keep in mind that these numbers could change on further testing but this is where we are as of right now for the patch.

If I had to bet I think this change came about like this:

"Hey...I know how to make CoH useful! Lets put a certain mark of +healing you have to reach and then it will be more effective. Otherwise anything under that will still receive+healing bonus right?....should we leave it the same? In it's already horribly useless state? What do you guys think? Nah lets make anyone under this mark actually see a DECREASE in effectivness......"

"Ksoundsgoodlol, let me getoff onmy(lol) *my lock and we'll figure out a number for the +healing"

"It's cool...1338...let's call it even."
