I have read numerous posts ranging from: our dps got nerfed by 10% to there is still a 20% proc rate on both hands, and no more 3 sec cooldown sharing both hands.

Which of these is actually true, I'm sitting at work, pondering if I should continue to play this char, my BE 70 pali, or start a Hunter.

I don't think it has been definitively shown that the 20% proc rate for WF has really changed. If someone has evidence to the contrary, they can certainly reply with it.

3 second cooldown should appply to main and off-hand, as a single cooldown.

A dps nerf by 10% may or may not be true. Obviously, dps was hemmed down some, so I suppose I could agree with the statement, even if the numbers aren't exact.

The devs have been doing dps testing recently and, while mana efficency may be lower, it is still reasonable with around 18% crit to have decent LB spammability for a period of five minutes.

They are doing more testing in regards to this, but I don't think they see any "brokenesss" of sustainability for Elemental specs.
