[Bug]Whirlwind offhand crits, Flurry/Rampage

Whirlwind offhand crits neither proc flurry nor light up rampage. Is this working as intended, known issue, going to be fixed in a future patch, etc?

This is a known issue and will be fixed in an upcoming patch. I've added it to the known issues sticky.
