[BUG] Veneratus the Many

Veneratus the Many, the target of the quest The Cipher of Damnation - Ar'tor's Charge, isn't showing up. The spirit with you spots him like he should, but Veneratus doesn't show. I tried the quest 3 times and happened the same each time. Which is rough because I need my tanking axe!
