[Bug] ? Totemic Recall still has GCD

Apparently Totemic Recall still has a global cooldown despite the fact that 2.4 introduces API which allows players to make a macro that can do perform the *exact* same function as Totemic Recall without a global cooldown. I assume since you went to all the trouble of adding DestroyTotem() and made it give mana back and so forth that this is fully what you intend. As such, it seems silly and unintended to leave the Global Cooldown on Totemic Recall. If Totemic Recall is indeed meant to have a global cooldown, then why would any player ever use it when a GCD-less macro can do the exact same thing?
