Myself and several other people, who have completed Icecrown questlines, seem to be stuck in a parallel universe from our brethren whom have not. While they are able to enter the citadel and see the new portals.. we are left in the barren hallways. Screenshots for verification.

This character has not completed a single quest in Icecrown. He gets to see:
