Outland mining nodes are no longer dropping uncommon quality (green) gems. Azeroth mining nodes are still yielding gems, and Outland mining nodes still drop blue gems, so it appears that this is a bug rather than an intentional change.

There are extensive posts in the professions forum discussing the change. The concept that this is somehow just incredibly bad luck has essentially been ruled out and there is now consensus that green gem drops have ceased.

Outlands gem drops from mining were reduced to almost non-existence back in 2.2. You should be getting these gems via prospecting.

As I said before, this is not a bug, you should not be getting cuttable gems from mining. If you disagree please post in the suggestions or professions forum.
