Northrend Alchemy Research - "Experiment with Northrend herbs to discover a new Alchemy recipe. Can only be done every 3 days."

Last night, I did this and didn't discover a new recipe. I have done this perhaps 10 times in the past, always discovering a new one, last night was the first time it failed. Since I had done this before so many times, my first instinct was that I had learned every recipe available through the skill. Surely there is a limit to the number of recipes that can be learned, since there aren't an infinite number of recipes available.

I spoke with a GM regarding the issue, he stated that this was a proc mechanic, that there was chance involved. The tooltip does not state this.

The GM then compared the skill to using Frost Nova, which does not always work. This comparison makes no sense whatsoever since there are resist mechanics that affect Frost Nova, but there is no resist mechanic in learning a new recipe.

The GM would not confirm if I had learned every recipe, that it was internal information that he could not reveal. I use Ackis Recipe List, a reputable mod used by many players, and the only recipes above 375 skill that I do not have are either transmutes or mob drops (mighty protection potion recipes).

The GM also would not answer the question of what happens when the player has learned all available recipes, stating that it was also internal information. My guess is that the GM just didn't know the answer and relied on the generic "can't discuss it" response. Does the skill disappear? Or can you continue to perform the skill with ZERO chance of learning a new recipe?

There are three possibilities:
1. It's possible to use 50g in herbs to possibly gain nothing, meaning the tooltip needs to be corrected to state that there is a chance of learning a new recipe.
2. There is no bug with the skill itself, but I've already learned every available recipe. In this case, the spell should no longer be available to me.
3. There is a bug with the skill that didn't award me a new recipe.

In any of the 3 cases, there is a bug. Which one is it?
