[Bug] Multiphase Spectrographic Googles

I understand that the Multiphase Spectrographic Googles do not work unless you are in Nagrand.

However, if you equip them outside of Nagrand zone, when you enter Nagrand you will not receive the buff Multiphase Googles. You must unequip them, then reequip them to see the distortions.

This is less a bug and more a limitation of our item/buff system. It's simple enough to re-equip the item to work around this.
