Since I cannot delevel to give reproducing this an honest go, I'll just explain what I've done.

From levels 40-57 I was full Holy Spec.

At level 58, which was after the publish of 2.4, I wanted to give Retribution a whirl. I respec'd and picked up Seal of Command.

At 60 I put my 2h mace down at went back to Holy.

During levels 63 and 64 I did not get back to my class trainer.

After hitting 65 I figured it was time to check in.

I visited my trainer and he gave me all the spells I expected PLUS 4 ranks of Seal of Command.

The skill can in fact be put onto my shortcut bar and used.

This is a known issue that will be fixed in the next patch.
