Root from the Frozen Power talent is not applying on Frost Shock even though I am fully specced into the talent ( I am using Frostbrand as MH imbue if that makes a difference, I am also between 15 and 20 yards from the target).

I tried rooting a menagerie of mobs with no result. Same result while dueling.
