[Bug] Frostbolt and Judgement of wisdom

Since the release of patch 2.3, I've noticed that my frostbolts are not proccing judgement of wisdom. This is evident from WWS, combat log, and scrolling combat text. It appears that frostbolt is the only spell currently affected by this issue right now.

Hi Ippi, I thought I already posted about this but apparently not. This is a known issue and will be fixed in a future patch.
