[Bug] Frostbite not overwritten by Frost Nova

The patch notes for 3.0.8 say that Frost Nova will overwrite Frostbite, but I've observed the contrary. If the Frostbite debuff is on a mob and I cast Frost Nova within range, the mob takes damage but the Frost Nova debuff is not applied. The patch notes also mention Frost Nova overwriting Shattered Barrier; I haven't tested if that's working properly.
