If someone does not have access to a credit card specifically, but perhaps Paypal, are they unable to transfer a character between accounts because they do not have access to a -credit card-?

I am trying to transfer my mage to a different account at the moment, but do not have access to a credit card.

As Tandaa says, lots of convenience stores and some grocery places do.

PayPal now offers a "temporary credit card number", too, which you should be able to use to put a transfer through if you have PayPal.
