Now does not equal later. It's all well and fine that this will be changed at a future date, but how about the teams blatantly violating the system now? As in, you know, today.

The issue is that it can't properly be enforced by hand after the fact, while any petitions are of course read and investigated, there's likely little that can actually be proven. Because a team played another team multiple times and won/lost isn't actual proof that something is occurring in contradiction to the spirit of the game. The only real solution is to change the mechanics of the system to discourage or outright disallow it, to make it a non-issue. The solution we have really wouldn't work to implement mid-season, and so yes to some degree we have to sit on our hands for the moment.
