So I leveled from 1 - 57.8.

I understand that most people go to outlands at 58, and I would if there was anything to test in outlands. But there seems to be a lack of Azerothian content to bridge the gap between 55-60. At the moment as it stands there is one zone, Blasted Lands (Which is an awesome zone) but there is a complete gap at 57-60.

Is Silithus going to be the fill in Zone for this level block ?

Winterspring is not under construction. Silithus is changed about as much as it's going to change. The idea is that you can do Blasted Lands to finish out or you can do both Silithus and Blasted Lands. Silithus provides a handy portal to Blasted Lands in case you somehow end up there - accidentally or otherwise.
