When I DL 3.0.1 so i can get to 3.1, 3.0.1 wont even open. Im in the folder "3.0.1.8874 US PTR Installer" and clicking on Blizzard Updater to open it.. it wont open.

I think you might have gotten the downloader, which downloaded a file you need to run. Try looking for that file and running it.
