When it comes to movie toughguys, there may be many that are considered better, and I would be inclined to agree; however - Vin Diesel's character Taylor Reese in the movie "Knockaround Guys" is the first to come to mind. Perhaps it is that one scene in the movie where he elaborates on his effective yet simple plot to retrieve the (stolen) mob money that won it over for me; I do not know.

As for Anime; Yagami Light for his intelligent mind games against L; though his character actions and plots tipped more and more towards those of improvisation and desperation as the story unfolded past the L arc. While this might have been done intentionally as a demonstration of how absolute power can corrupt and twist even the most intelligent set of wits into a downward spiral of desperation and lunacy, I do think that it subtracted a lot from the character itself, resulting in a poorer storyline towards the end than in the beginning.
