Italy never enligible for any contest...why?

hi there.
i'm an Italian player, as many i know on many servers and i can't understand why Italy is NEVER enligible for any of the many contests i've saw in those almost 3 years of my game-life...

even now, the "voice chat" contest or the "warcraft lore" contest, those are enligible to many different countries but Italy is never listed...

i can't understand the principles at the base of this differencies...

i would love to partecipate to some of these contests...
