High Latency on some realms.

Was unable to play at all on any of my alts.Logged this morning, im able to play but no with this crazy Latency . It goes up and down between 1k and 2k ms. Usually im at 200-300, pretty high but playable. Talked to the ISP for 2 hours, the solution is to use a USB Dial-up connection, but its my last resort because that will force me to purchase a Router. Hate missing raids cause of this, please help. ISP - Bezeq Country - Israel Modem (and firmware version if known) - Terayon TJ 715 Router (and firmware version if known) – None. Network device (Driver version if available) - Realthek RTL81868/8111 PCI-E Gigabit Ethernet NIC. Driver Version 5.7061.1016.2008 Type of connection used (Wireless / USB / Ethernet) - Ethernet (My PC is connected to the modem VIA Ethernet Switch). Operating System - Windows XP.
