i know this may have been posted a lot of times but come on how come transferred chars both premade and non are gettin "Character Locked Please contact billing for more information" even if we have BC and actvivated our accounts?!

I have a sneaky suspicion that the level 70 premades will only work for players with a fully upgraded BC account.
If there is someone here who has a full BC account, receiving this same error message, please let them post here.

Yes, maybe your account should have been Burning Crusade more than two weeks ago to be able to use the premades.

I don't know the solutions nor the differences between your accounts settings. We can only wait and see how things develop with the future updates on the PTR servers.
