European Arena Tournament

Hello, I'm from Portugal and in my opinion Im no less than any france or england or any other european player.
I play wow for two years and I pay to play like everyone else here so, why can't me and my friends go to the Tournament? what do you take in consideration to not let players from my country play in the tournament?

I would like an explanation soon please.
