However, whether the starting areas for Gnomes and Trolls use phasing, or not, is another detail that remains to be clarified in the future. But I imagine if they are completely new quests, that you've never done before, then I can't see any reason why you'd be unable to do them. For quests that you've done before that have changed in Cataclysm, whether you can do them again may depend on whether we treat them internally as new quests or reuse the same identification as the old quest had.
