There aren't any plans to have this changed at present. There are two viable means of getting the item, either by chance, or through investment (i.e Gold). Removing one of those options may cause more harm than good. That's not to say this won't change down the line, but for now we're happy with how the hilt is being acquired.

Spending a couple of weeks in-game earnings on an item isn't unheard of though. If you want the item, and have had little luck in winning the roll, then purchasing it using saved gold seems like a very viable and not entirely unreasonable solution. Gold is there for spending. You can't take it with you at the end!

Raid bosses are more accessible than ever before, but accessible does not equal simple. For some of course they will be easier than for others, that is true. Yet I'm not sure where this ties in to A) anything I've said in this thread or B) anything to do with this thread.

The Battered Hilt is a drop like any other BoE drop. Yes, it's an attractive epic. Yes it's a quest starting item with a very attractive quest chain bolted on to it. You keep at it and hope for a winning roll, or you can bite the bullet and spend some/all savings on buying the item from the Auction House.

As said before, things are subject to change and in the future this could be one of them, but we're simply happy with how it is at present and have no immediate plans to make changes to the Battered Hilt mechanics.
