Arena tournament! Why Croatians cant play it!

I was realy excited when i heard for arena tournament and i wasl ooking for registration page every day and then when it came i find out that i can't play cause i am CROATIAN!!!!
i readed rules and i think i didnt figure out why i can't play.
If it is about a delivery of a revard then they shouldnt do it online tournament then it should be a RL meeting tournament!

While we would like all World of Warcraft players to be able to take part in the Arena Tournament, unfortunately residents of certain countries, states, or provinces are not eligible for it.
