I did not know where exactly to post this, please do tell me if this is the wrong section.

If I understand correctly the 4.0.3a patch will be applied this week and will include the new race-class combinations excluding goblins and worgens. So my question is; will we be able to buy the service to change our existant characters to new race-class combinations (except goblin or worgen) as soon as the patch is applied or will we have to wait?

Once 4.0.3a is released, the option to change the race of a character will also include the new combinations, minus of course Goblin and Wogen, which will only be available once Cataclysm is launched on the 7th of December.
